No, this is not free.

However, there are several free development options:

  • Choosing a command line and editor
  • Flashdevelop
  • Tofino (Visual Studio plugin, if you already have one)

I assume you mean Flash Builder (formerly Flex Builder).

This is an Eclipse-based IDE, so I assume you can call it the Eclipse plugin, but it is not free.

However, you can get a free license if you are unemployed or a student or use it for academic purposes.

Check out http://www.adobe.com/devnet-archive/flex/free/ to learn more about this offer.

There are two options for Flash Builder (formerly Flex Builder). Flash Builder plugin for eclipse and Flash Builder standalone (build on eclipse). Both are part of a commercial license.

In addition to the commercial Flash Builder plugin, there are many other commercial plugins for eclipse. Nothing to be confused with this.

There seems to be some confusion if I understand correctly.

There is a free flexible plugin available for eclipse. Flex was an open source project, and the SDK is available as a standalone plug-in for the Eclipse IDE for free; Yes, for free, for several years now. For obvious reasons, it is not widespread, but it is available. Here is a link explaining the free Flex 4 SDK for Eclipse.
