The iOS simulator really scales. I have no real reason to imagine why she chose the iPad shell, but the goal of scaling is to make sure that it fits on your screen and remains (relatively) close to the size of the phones. Be sure to check Window -> Scale and set it according to what suits you.

The iPhone (Retina) is the right device to choose from, but I'm not sure why Apple decided to use the iPad shell for this. To enter 640x960 mode, go to Window> Scale and set it to 100%.
