What is a Tagged PDF?

Can someone explain what a "Tagged PDF" is and how it differs from a regular non-tagged PDF?

Marked PDFs contain special content such as XML, Rich Media, Javascript, etc.

What TeX-toolchains generate Tagged PDF files?

Tagged PDF is a PDF file containing meta information around specific groups of PDF instructions within the contents of a page. This meta-information has many uses: text extraction, content overflow, document availability, geographic information in PDF format, containing maps, etc.

The main reason it is used is accessibility. With the right tags, the screen reader (for the blind) can figure out where the headers go, what the table / footnote / graphic is and so on. There is also a feature called PDF Thread Threading, which is useful for magazine or newspaper layouts where the article is divided into boxes / pages.
