I used WinSSHd and it is really great. From installation to administration, it does all this through a graphical interface, so you do not collect the sshd_config file. Plus, if you use your client, Tunnelier , you get some bonus features (for example, stock matching, port forwarding on the server side, etc.). If you do not use your client, it will still work with open source clients SSH code.
It's not open source and it costs $ 39.95, but I think it's worth it.
