why do we need parentheses around RotateTransform.Angle? And why sometimes we don’t need brackets around it?

Accordingly: MSDN Binding.Path brackets indicate that the path refers to the attached property. Since attached properties are not declared by the dependency object itself, the binding may require an indicator for various properties of dependencies on attached properties.
