Eclipse - does not see ruby ​​perspective or interpreter

I got the eclipse plugin for ruby ​​from aptana at - http://download.aptana.com/studio3/plugin/install My Eclipse = Kepler. I see no perspective for Ruby. I don’t even see his translator in my Windows preferences>. However, I can create ruby ​​projects and .rb files. Also not for Ruby.

What is missing? I never had this problem when I installed the python plugin at the same eclipse.

When I run the ruby ​​script sample, I get the error message Unable to find a Ruby executable. . SO messages for this problem did not help. My system already has ruby.exe. I got it when I installed RubyInstaller.
