Facebook - Create a new application does not exist anywhere

I have a verified (via credit card) Fan page, and you would like to add a tab with iFrame content. I looked on the Internet and found many lessons. Each textbook describes:

Go to http://facebook.com/developers , and then click the Create New Application button.

But when I go to this link, it just leads me directly to my Facebook Fan Club page

Another tutorial says:

Go to http://developers.facebook.com (this works), then click "Applications" in the top menu. But when I click "Applications", once again, they direct me directly to my Facebook fan club page.

In fact, there is absolutely no “Create a new application” button anywhere - and trying to get to it using the above methods to redirect fans to my page.

My account has been verified. Is there anything else that can cause this behavior?

In fact, you may need to check if you are logged in as a facebook user and not using facebook as a page. If you are logged in as an administrator account, check if facebook applications are blocked in your account settings-> applications.
