Xcode 4.3 for Snow Leopard

Xcode 4.3 was released a few days ago, but there is only a version for Lion:

Is Xcode 4.3 compatible with Snow Leopard?

It is unlikely that you will get this version of Xcode running on Snow Leopard. Apple, like their developers, is constantly updated with the latest operating systems, so after a while it will refuse to support the previous OS. I think Leo has long been out, that Apple will give up support for Snow Leopard.

Not. You cannot use it on a snow leopard, because this is the minimum requirement - mac os x 10.7.3 or later.
