WPF pointer management

Question

In Visual Studio 2010 Express, in the WPF toolbar, there is a Pointer control that cannot be dragged into the XAML window. In addition, an attempt to use the obvious <Pointer /> XAML element indicates that such an element does not exist. So what is a Pointer entry in a toolbar?

This is a little misleading, but as the comments noted, the "Index" element in these control lists is a placeholder for setting the visual editor to a selection state, so that you can move the controls or resize them to a surface design.
