Attempted to change SQL Server IP settings. Configuration Manager tells me that "the specified file is read-only"

I just installed SQL Server Express 2012 on my Windows 7 computer. When I go to the configuration manager, it allows me to enable / disable the TCP / IP protocol, but when I try to change any IP settings, when I click “OK” or The "Apply" dialog box appears, which says:

The specified file is read-only. [0x80071779]

Update: The problem seems to have resolved itself. What is the opposite of Murphy's Law?

I have the same problem installing sql 2012 Developer on W7 x64 Pro.

I solved this huge problem by manually modifying the registry database in:

[HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Microsoft SQL Server\MSSQL11.SQL2012\MSSQLServer\SuperSocketNetLib\Tcp]
