Regarding your comment, you want to find any match starting with "أقول" and ending with "أقول". If so, then it is:

 Regex.Matches(Content, "أقول .*أقول"); 

For example, if Content :

Then it will match:

أقول ولكنك لا تسمع ما أقول

No problem with the fact that the Arabic language RTL is all about viewing, they are not stored in reverse order!
