I am pretty sure the answer is no. To get this information, you will need LIDAR data or something similar, and there is no global LIDAR data set at any resolution needed to accurately determine the height of an individual building roof.
Many web mapping services use terrain and building elevation models to calculate their β3dβ viewing modes, but I donβt think this data is ever affected, and even if that were the case, I think it works only for display and not for performing any calculations.
