How can stylesheets be used for styles on elements?

Just searched Net and came up with the following codes. When I run them on Firefox4 and Safari, I seem to hear nothing. How can i fix this?

Style sheets are for reading from the screen (therefore, the aural media type that you see at the beginning of the style sheet), and not for browsers. This is why your browser says nothing.

These are accessibility tools for people with visual impairments who need to rely on hearing rather than vision to browse websites.

Style sheets are described in the CSS2.1 specification, but have been replaced by the CSS3 speech module . It is not known what support exists for both specifications, however, since most users of screen programs simply read what the browser displays and displays.
