Go to the following site:
http://www.eclipse.org/subversive/latest-releases.php
Find the link that says “archived updated site” that matches your version of Eclipse. Download to your system.
In the Install New Software dialog box, select Add and use the Archive option to point to the downloaded zip file. You will also want to disable the "Contact all updates during installation ..." option. At this point, you can install Subversive without Eclipse accessing the network.
