Android Anchor dialog for viewing

Question

I wanted to know whether it is possible to bind a dialog to a view in Android or in general: just to display the dialog in a specific place on the screen.

PS I do not want to use PopupMenu, because I understand that you can not configure the items displayed in the menu. Ultimately, I try to get the text and put an image next to it to alert the user that he has a message or something new to see here.
