Adding the Windows Phone 8 SDK to Visual Studio 2012

I have a very poor internet connection and I have Windows Phone 8 SDK files but no installation file. Is there a way to add the Windows 8 SDK to Visual Studio without downloading the installation file?

Not sure what you mean? You either need an existing installation of Visual Studio 2012 +, or you must install the WP8 SDK, which extends Visual Studio, or you can only download the SDK, install it and use Visual Studio Express for Windows Phone.
In any case, you need to download the SDK, or the online installation file:

Or a full standalone ISO installation here:

You can also use the / layout option to locate all packages locally, i.e. of type

WPexpress_full.exe /layout

on any command line. He will ask for a download folder to save the bit. ISO is a little useless, as the development of the phone is based on a real OS instead of a virtual machine.
