You need to pass the -Vr command line option to a strong name tool ( sn.exe ):
sn -Vr yourAssembly.dll
Be careful: this should only be done on development machines for security reasons. Print the documentation:
Use this option only during development. Adding an assembly to the Skip checklist creates a security vulnerability. An attacker in the assembly can use the fully specified assembly name (assembly name, version, culture and public key token) of the assembly added to skip the checklist to fake his identity. This would allow the malicious assembly to also skip the scan.
