Regarding the Columns property, you clicked on the Body of the report, which calls the body properties. To view the Columns property, click outside the report body in the yellowish area. The Columns property will be in the Page group.

Alternatively, you can open the Properties panel and select Report in the drop-down list at the top of the panel to view all report properties.

I believe that the β€œLayout” tab has been removed in VS2008 (or β€œbids” based on VS2008). In the previous version there were three tabs - "Data", "Layout" and "Preview".

In the 2008 version, the functionality available on the Data tab moved to the report data area, and the Layout was renamed (and redesigned) to Design.

However, there are many articles, posts, etc. that link to the Layout tab.

In any case ... Most properties should be available elsewhere, for example, in the report properties panel, etc.
