Consumables cannot be restored, just as you reasoned on the original issue.

Apple 's Programming Guide for App Purchases

Consumable products, by their nature, arent synchronized or restored. users understand that, for example, buying ten more bubbles on their iPhone also does not give them another ten bubbles on the iPad. All other product types are available on all user devices. Theyre also restored, so that users can continue to access purchased items even after purchasing a new device. StoreKit handles synchronization and recovery processes for automatic renewable subscriptions and non-consumable products.

Consumables are not recoverable. If you want to deliver content from the server, make the transaction complete only after the content has been delivered from the server. The receipt will be available only until you mark the transaction as completed.
