Google API: Show online contacts for Google Talk / Chat and Google Hangouts

I might have missed this, but I would like to use Google Talk and Google Hangouts on my website, and I'm looking for some (official, preferably PHP) API request that the Google+ User retrieves the online contacts. (similar to the list of online contacts next to Gmail)

Is this API functionality available and is it possible to give the user the ability to select the contact (s) to start a video call using Google?

For starters, you probably need to use several different APIs. Since I cannot add a comment to ask questions, a reading list based on my recent work with the Plus and Hangouts APIs is recommended here:

• Google Plus - https://developers.google.com/+/api/latest/people/list - gather a list of people in your circles. It will not tell you who is online or offline. May be optional (see No. 2). Unfortunately, this call is not yet available in the PHP client library, so I created it for my personal project and am waiting for some checks to send it back to the Google project. If you are interested, I would love to share it.

• Google Talk - https://developers.google.com/talk/ - Use this query in the Talk service to find out who is online and / or offline.
