Drag and Drop in Tkinter?

What is the correct / official / correct / recommended way to do drag and drop in tkinter? Section 24.1.1 of the documentation includes:

Tkdnd Drag-and-drop support for Tkinter. It is experimental and should become obsolete when it is replaced by TD DND.

but I can not find any other official documentation. Does Tkinter support drag and drop? Does this depend on the version? Is this something not yet included in tk (tcl) that will then be filtered before tkinter?

I must emphasize that I am talking about drag and drop between different applications and that I am currently using python 2 (although any solution that relies on python 3 will still be interesting).

Tkinter does not have built-in support for drag and drop between applications. Tkdnd is AFAIK, the only way to execute it without writing low-level code yourself.
