This problem happened to me, and none of the stack solutions decided to solve it. I finally realized that some other Windows tasks stole my hotkey. If nothing works, I recommend that you download the free Windows Hotkey Explorer software that reports registered hotkeys.
In my specific situation, I found that ctrl + space was captured by the blackboard cooperate command (an unattractive Java webcast application used by some of my courses).
I closed Eclipse, killed all java processes (including the board). A launched eclipse and my autocomplete are back!
(Note: Hotkey Explorer was an incredible mistake and crashed every time I used it. I was able to get the information I needed before it crashed, although it was useful. Another (shareware) application that I did not use, but noticed Online: Hotkey Commander .
