Cannot Install Xcode 4.6.2 on OS X Mavericks

I cannot install Xcode 4.6.2 on OS X Mavericks. I climbed from a mountain lion on OS X Mavericks, and it worked at that time. I deleted it because I thought it was behaving in a strange way, and when I tried to reinstall, I got the error message "Xcode can not be installed on" Macintosh HD "because OS X is too new."

I looked at this error online, and people recommended clearing the cache, but that didn't help.

The Apple Site step followed, but that also did not solve the problem.

I don’t know why this is happening.

It seems like this was a localized issue with my own Xcode and Mavericks. Upgrading to 5 is fixed for me, but it doesn't seem to work for others.
