Creating test accounts in the PayPal sandbox returns an error message

After logging in to developer.paypal.com and accessing Sandbox apps / tabs and clicking "Create an account" to add users to my sandbox accounts, I get the error message below. The total number of entries is increasing, but additional accounts are not displayed, and I cannot enter the Sandbox using the credentials I created.

Does anyone have an idea regarding a problem?

I had this problem, and I also needed to put fields for the 1st and last name, which, as indicated in the test account, are optional. Thus, the password must be complex, the amount must be there, and for this error you do not need to specify the first and last name.

Try to enter a Paypal balance value from 1 to 5000 when creating a test account. I also had the same problem, and that is how I solved it.

PayPal balanc: although this field is optional, its a good idea to create test accounts with a positive bank balance. Enter an integer value from 1 to 5000.

For me, it seems this problem was caused by password verification. Try using a more complex password.
