Youtube Live Streaming API

I am working on a web application that will allow streaming a webcam (connected to a PC) to a desktop or mobile phone (including iOS and Android). I studied various approaches to this until I came across the Youtube live streaming API.

If I understand correctly, this API will allow us to download a webcam and broadcast it through YouTube servers. It's right? I did not see the mention of a fee for this service. Would it be worth users to constantly broadcast live video?

Does anyone know if this API is available to all developers (without a 1000 subscription limit)? Can this be used for commercial purposes? In what format should the webcam feed be uploaded to YouTube?

Any clarification would be greatly appreciated. Thanks.

The API allows your application to connect to the YouTube channel with the channel turned on and perform certain functions of the Live Event user interface. Any YouTube channel with 100 subscribers (not 1000) can apply for the live event feature.
