You can get the iBeacon Development Kit from Radius Networks, which ships immediately. They also have an iBeacon Virtual Machine , which can be run under VirtualBox using a Linux-compatible Bluetooth LE dongle.
Your iPhone can also work as an iBeacon. The hardware required for the application depends entirely on the purpose of your project. If your application should notify about this in the region (needs for constant work), then you need to purchase some iBeacon from evaluation or radius networks or any other that suits you. But if you need iBeacon for a short time, as well as portable, you can save your iPhone as iBeacon for temporary use.
