I am debugging a simple program that worked in the past. I highlighted the instruction where the error occurs, but I can not understand what it makes. I read all the questions related to WinError 10061, but I do not see a clear answer

I am running Python 3 on Windows 8. I tried disabling the firewall as suggested by several people, but nothing changes. I also tried adding Python to the list of applications allowed by the firewall. By the way, the program line worked without problems until a few days ago when I deleted several applications from my PC.
