Compile a fish shell under Cygwin?

Could anyone compile fish properly under Cygwin? I found this post about changing configure.ac, but I get all kinds of errors. The usual setup, make, make install does not work for me, maybe I'm doing something wrong here ... Can someone please pass me how to assemble it?

After changing configure.ac you may need to restart autoconf to create a new configure script. Without this, you still run the original configure script that comes with the initial download, so the changes you made to configure.ac will have no effect.
