Transparent navigation bar (Android 4.4) - Show content under

Does anyone know how to make the translucent navigation bar (on 4.4) overlap and show a view of the content below it (in this case, ListView)?

If this screenshot may seem transparent (this is an application that I am currently developing for my employer), but if the list is below the bottom of the screen, the list items that go under the navigation panel are covered by it and not visible.

An example of what I want to do is the Google Now component of launching the Google Edition Launcher on Nexus 5. The navigation bar is completely transparent and displays TextViews and everything below it, the only part of the navigation bar you see is the outline of the buttons themselves.

I have found half the solution.

It seems like using the theme attribute android:fitsSystemWindows is what prevents the behavior I want. If I set this attribute to false, the ListView is displayed in the navigation bar because it scrolls under it; however, now the list also falls under the action bar, which is a problem.
