Does Azure websites use sticky-ip load balancing?

I just got on the site using Windows Azure website previews. After that, I ran YSlow to make sure that the grade is what I expect. In doing so, I get a message that says "Use cookiless domains." Well, this is just an informational website, we don’t even use a session. Therefore, I check the HTTP request and there the cookie there is called "ARRAffinity". Quick quick search on this link:

Does this mean that Azure sites always use sticky-IP? This is disgusting since web roles use circular behavior.

Yes, Windows Azure websites will do sticky load balancing using the ARRAffinity file. And this applies to free, generic and reserved models.

I assume that this is done to more easily support user galleries that may not work correctly without proper server state, and also allows you to simplify scaling without worrying about stateless servers.
