In the "Edit" menu, I found "Select a word in Caret." Is there a way to do this, but select the whole row?
If nothing is selected and press ⌘ + C, PhpStorm will automatically copy the line in the carriage. Thus, in principle, you do not need the action "Select line in Caret".
I found "Select Line at Caret" in the settings in the "Keymap" section. (And connected him with ⌘-L.)
If you are using phpstorm 9 , you can press ctrl + w couple of times to select the current line. It also has some other advantages. Check out the Extending selection at https://www.jetbrains.com/phpstorm/help/selecting-text-in-the-editor.html for more details
