IOS: How to create a native iOS application in two languages

My client wants the iOS app to support bilingual (Arabic and English) support within the app. I thought localization would work for this. But the design layout is different for Arabic (RTL). How can I achieve this? A separate Nib file should be developed for the English and Arabic versions. Please help me.
