ADT will not upgrade to 23 due to dependency conflict

I am just starting android dev and starting adt for the first time after installing all past APIs from the sdk manager (before 2.2 froyo), and I get an error message to update it, but when it checks for an update it does not report new updates.

Also, when I try to manually install the new adt from https://dl-ssl.google.com/android/eclipse/ , I get a dependency conflict error.

Also, when I download fresh adt from google, it seems like it's just a regular eclipse of Juno without installing adroid, without an adt pop-up screen or anything else ...

I cannot continue learning Android if I cannot use the IDE because it needs to update the version of adt that it will not install.

I tried to manually download adt v23 and the same error occurred, I even deleted all the ADT 22 related things in the eclipse directory plugins, and this somehow STILL occurs

The same problem has occurred. Therefore, I uninstalled the old Eclipse cum Android SDK and installed a new package (Eclipse JUNO and Android) to click here to download. Now the work is good. Since your workspace is in a different directory, pay attention to your project.

Just delete the old eclipse folder and reinstall the new package from the official site. http://developer.android.com/sdk/index.html works for me!
