Publishing iOS app, iTC login error: "Your Apple ID is not enabled for iTunes Connect."

I am new to iOS development. I developed an application. I have a developer account, but when I want to publish my application on iTunes. My credentials do not work.

An error occurred while trying to sign in to iTunes Connect:

"Your Apple ID is not enabled for iTunes Connect."

You need to register for the iOS developer program (which costs $ 99 per year) to access iTunes connect and the ability to send applications. Are you sure your developer program is up-to-date and not expired?

In addition, if you registered on behalf of the company, only an agent or administrator can enable your access to iTunes connect.

Just want to add another answer where itunesconnect cannot be enabled. An enterprise application cannot have itunesconnect and therefore cannot use TestFlight.
