Anaconda itself is completely free, even for commercial use, according to the site. NumbaPro is a commercial package from Continuum. Since it is contained in a separate repository (which can be disabled), you can use Anaconda completely independently of commercial packages.

But of course, if you want to use NumbaPro, you need to buy licenses for it.

The full EULA can be found here and is also included in the installer (you must agree to it before installing Anaconda).

The bottom line is that you can use Anaconda as you want (including for commercial use). You only need to attribute it to something like "Powered by Anaconda".

Please note that the code for packages in Anaconda itself may have other licenses, which may be more or less restrictive.
