Paypal Developer - Unable to create Sandbox service account and error messages

I am trying to create a Paypal Dev application by first creating two (personal and business) Sandbox Accounts. However, it only displays the business account -facilitator.. with the following error message when I click on its profile

We had some problems on our part when creating this Sandbox account. Delete it and try again.

Unfortunately, the checkbox next to the account is inactive, and I can’t remove it. When I go to create an APP, he says:

There are no linked accounts for the sandbox, create them and try again.

So, I also tried to create new Sandbox business accounts. When I click "Save", I see that he has updated Total Records by one, but it still displays the same number of accounts (facilitator and any personal accounts that I created).

Does anyone know what I can / should do? Is there any way to create a developer account?

I got it by accident all weekend and never understood what caused it ... It worked for me, though, when I returned to it a day or two later.

gave me a really strange feeling about using paypal in general to be honest. good luck.

Similarly, for me from 3 days. Cheating about it. Yesterday the problem was different, the error message displayed on the page as follows: We're sorry, but something went wrong. Please try again. We're sorry, but something went wrong. Please try again.

Today, when I logged in, I found the entire test account that I created yesterday, but without money in the account. So I deleted them, and when I recreate, I get the same behavior that was mentioned above.

This notification for the first problem, did not find a new one, but I assume that they are working on it.

I had this problem, and flows around the world go back to 2013, which is even more frustrating. That's what it decided; you need to fill in ALL the fields, even those that say "Optional" (name, surname, funding, notes). Then it works great. It’s just someone at their end who, I think, has never used failure testing. In any case, I now do test accounts without problems.
