In other projects, the menu is missing. However, in one project I do not see or find the menu. Does anyone know how to make it appear again? I could not find here either through Google or in Apple docs, but maybe I am not looking in the right place. I use v6.1 if that matters.

Select the storyboard file in the navigator, open the utilities menu in the upper right corner, show the file inspector (left icon) and in the Document Builder menu, click "Use automatic layout".

In case someone has this problem: one part of the information is missing, otherwise the correct answers - these icons are in the lower right corner. Thus, if you do not have enough viewing the storyboards, you will not get them - you need to increase the size of the view, and you will see them.
Tested in Xcode 8.3 Swift 3. It is possible to disable Autolayout when creating a project. Select Main.storyboard, in the right menu with "File Inspector", in the "Document Builder Document" section, turn on "Use automatic layout". The contacts menu appears in the usual place - lower right corner
