I am trying to use the SciPy dendrogram method to cut my data into multiple clusters based on a threshold value. However, as soon as I create a dendrogram and get its color_list , there are fewer entries in the list than there are labels.
As an alternative, I tried using fcluster with the same threshold value that I identified in the dendrogram ; however, this does not give the same result - it gives me one cluster instead of three.

len(dend['color_list']) Out[169]: 32 len(df.index) Out[170]: 33
Why dendrogram assign colors to only 32 labels, although there are 33 observations in the data? Is this how I retrieve tags and their respective clusters (colored in blue, green and red)? If not, then how else do I "cut" the tree correctly?
Here is my attempt to use fcluster . Why does it only return one cluster for a set when the same threshold for dend returns three?
