The best approach I've found is the Apple Technical Note TN2262: Preparing Your Web Content for the iPad .

  1. Test your website on the iPad and, if necessary, update the user agent discovery code.
  2. Use standard W3C web technologies instead of plugins
  3. Check View Window Tag Settings
  4. Change CSS based on fixed CSS positioning
  5. Get ready for the touch interface
  6. Use textareas instead of contenteditable elements

The user agent in the Simulation Safari HTTP requests on iPad to Safari on the desktop was really useful.

You are probably the best:

  • Download Safari for Windows.
  • Disabling plugins (e.g. Flash).
  • Resize your iPad screen.

Safari for desktop and Safari for iOS use the same core (WebKit), so you get the most reliable rendering rendering. You will miss the fancier scaling / relaying functionality, but for many purposes it is likely to work fine.

I should note that Google Chrome and some other lesser-known browsers also use WebKit, but Safari for desktops is more likely to reproduce Safari results for iOS, as they are both supported by Apple.

Sean Sullivan created iBBDemo2 , which is an ipad / iphone simulator using Adobe Air.

This is not exactly the same (for example, elements with overflow: scroll; get scroll bars here until they are on the device itself), but it can give you an idea of how your site will look.

If you want to really simulate an iPad, you need to get a real OS X and install Xcode. The virtualization of OS X is complex and not legal. Installing Mac OS X on a regular PC is possible, but not very legal, and you have to hack your way through it.
