How to apply localization without a storyboard

I do not use a storyboard or xib for this project (full code)
When I add a new localization, it does not show any file in the list, and when I click Finish, the folder is not created.

You need the Localizable.strings file. If you already have this, select the file in the left pane. Then click the button that should be in the right panel with the inscription "Localize ..."

Once you do this, you will be able to add other localizations as you tried.
