Numpy.distutils.system_info.NotFoundError: lapack / blas resources not found

Question

When installing scipy on the pycharm IDE, I got stuck in an error:

numpy.distutils.system_info.NotFoundError: lapack / blas resources not found

I installed the correct pip version. I don’t know where it went wrong. can anyone help please? Thanks.

Blas and lapack are linear algebra packages that will need to be installed before scipy works (check the dependencies). For Windows 8.1, you can find help http://icl.cs.utk.edu/lapack-for-windows/lapack/ .
