I created an application for the Google Hangouts extension, tested it privately, etc., and now I'm trying to publish it. I followed the instructions below:

I filled out the forms correctly, created the O-Auth customer ID, filled out the consent form, etc. When I check the box "Make this application publicly available" and try to save, a server error message appears along the lines from:
Server Error Whoops! Our bad. Please try again. If the problem persists, please let us know using the "Send feedback" link below. Thanks! Tracking Number: XXXXXXXXXXXXXXXXXXXXXXXXX [Send feedback]
I checked the Chrome console - the request receives a 500 error and in the JSON response I see:
{"message":"Developer not registered with CWS."}
I paid a $ 5 one-time product development fee from the Chrome Web Store, and I am the owner of the Hangouts project. I'm not sure what I am missing here. I need this to be published in the next 24 hours ...
Any useful info? Is there an official support forum for developers of the Google+ platform?
UPDATE
I used to use a Google Apps account, so I paid a developer fee for my personal account to check me on CWS, made this owner of the Hangouts project account, and I still get the same answer.
I find it mostly just broken. Thanks Google.
