Billing on Google Play: an error occurred while receiving information from the server. [DF-PPA-10]

I created a test application with In-App billing. We uploaded it to Google Play and sent it to beta testers. When they try to make a purchase, they get Error retrieving information from server. We tried several accounts that can make purchases on Google Play. I made a test purchase with one of these accounts from another application, and it works. But we always get the DF-PPA-10 error trying to purchase the In-App in our beta-tested application from different accounts / phones.

If we use an account with an expired card or without a card, Google Play will ask you to enter a card or PayPal. After adding a good card, we get the error DF-PPA-10 .

I recently encountered a similar problem. I could make successful purchases with the same card and account, but all of a sudden it started to give me this error.

I'm not sure why this was supposed to happen, but removing updates for the Google Play Store from Settings> Application Manager resolved this error.
