Can anyone recommend a free geocoding service?

Regardless of the service that would allow you to do something as simple as 100 ge transcoding requests (from street address to geocode), it would be ideal. I know google maps allow 15,000 daily, but this is written in Javascript. I was wondering if I can get something written in a language that at least allows you to connect to the database.

Thereโ€™s a non-JavaScript option for geocoding Google Maps (check TOS - you will need to do this in order to ultimately display the material on a Google map) and you will not find any geocoding services that will allow a direct connection to the database.

You can also use OpenStreetMap Nominatim if its data collected using the CC-BY-SA License is appropriate for your purpose.

Check out geoservices.tamu.edu We offer 100% up to 2500 records at a time, and all you have to do is upload your database and leave it in geocoding. After that, the database will be available for download with a myriad of filled data in addition to the very precise lat / long coordinates.

Census data, parcel data, etc. also included in the database. The only programming would be what you would like to do with the data after loading it.
