WPF VS2013: An error occurred while looking up the resource dictionary

I have a simple wpf project in Visual Studio 2013. The structure is shown below. Everything that says an error is shown in the heading, "Error while searching for resource dictionary." I tried many suggestions from the net and ran out of patience. Everything seems to be in order. Anyone who has experienced this can kindly suggest something. Thanks in advance.

He should read:

...Source="/Skins/MainSkin.xaml" 

Since the skin is not in the Content directory.

He is currently looking for Content/Skins/MainSkin.xaml (hence / will "return" the directory back to the root).
