Validation policy does not work after upgrading to VS 2015

We are launching VS2013 along with VSTS for version control. We have a validation policy that ensures that the control comment is also valid for the user to designate a work item for validation. This worked fine as expected for a while.

I recently received one of the developers for testing VS2015 Update 1. Now it tells me that the verification policy is not working properly; even if he correctly adds a comment and assigns a work item to be checked, the system does not seem to recognize them, and it issues a warning about a "policy violation" as follows:

Is this a known bug with VS2015? Or some kind of compatibility update from 2013 to 2105?

Install 2015 Power Tools on the client PC. The version of Power Tools should match your Visual Studio client.
