Over the past two months, I have observed a strange phenomenon with the real-time protection service , which is part of Windows Defender in Windows 10.
If this service is set to ON, then it takes a long time for Visual Studio to complete to complete. Visual Studio itself will start forever. In addition, if managed add-ins are installed in Outlook (written using Visual Studio Tools for Office, VSTO), Outlook takes 13-14 seconds to start! When this service is disabled, Outlook starts again within two seconds or so.
I put this on Twitter with Windows support and tried to discuss this online with Microsoft support for an hour without any permission. Looking around the internet, I see that there are users who report the same problems as

Slow page refresh during development
I noticed this for only two months. I tried deploying new virtual machines to Azure, etc., to test this, and in each case, I noticed that this Real TIme security service is the culprit. My main concern is Outlook Add In load time, to be honest.
I tried posting this on Microsoft's answer site here , but so far no luck. I was hoping that if anyone knows how to solve this without adding an exception for Outlook to the real-time protection service (after which the add-in will load as expected within 200 milliseconds).
