This quickly moves to the Long-Look interface, which is a scrollable screen with much more information and actions for the user.
To answer your question: you can choose what actions to make available in your notification. Long-Look Interface Of course, this is not a requirement for your application. However, the action will be processed by the application in some way (in this case, in the background). There are several applications there, for example, the WSJ watch application, whose notifications do not have actions that go beyond the original application.
PS I assumed that you do not mean the notification center. When you click on the notification there, you will be taken to the Long-Look notification interface.
