How to install Visual Studio 2017 Enterprise under a volume license agreement?

When I enter the Volume Licensing Center, I don’t see the download for the Visual Studio 2017 Enterprise release (TFS 2017 only). I understand that the licensing model has changed, so instead I need to go “somewhere else” and distribute the license for each of my users?

Microsoft Visual Studio Licensing, March 2017 , p. 7, It seems that subscribing to a volume volume license will not include Visual Studio 2017.
