This is because PyPI has disabled API access without HTTPS.

https://mail.python.org/pipermail/distutils-sig/2017-October/031712.html

as a workaround you can use

 $ pip install xxxx -i https://pypi.python.org/simple/

An error has been received. The problem was the repo where pip was trying to install the package from.
